Bu belge, ilgili belediyenin \u0130mar ve \u015eehircilik M\u00fcd\u00fcrl\u00fc\u011f\u00fc Yap\u0131 Kullanma \u0130zni birimince d\u00fczenlenir. 3194 say\u0131l\u0131 <a href=\"https:\/\/www.mevzuat.gov.tr\/MevzuatMetin\/1.5.3194.pdf\">\u0130mar Kanunu<\/a> uyar\u0131nca gayrimenkuller i\u00e7in yap\u0131 ruhsat\u0131 al\u0131nmas\u0131 zorunludur.<\/p>\n\n\n\n<p>\u0130skan i\u015flemlerine ba\u015flayabilmek i\u00e7in \u00f6nce binan\u0131n in\u015faat\u0131n\u0131n tamamlanm\u0131\u015f olmas\u0131 gerekir. E\u011fer binan\u0131n kat irtifak\u0131 yani arsa \u00fczerinde ba\u015flanacak olan in\u015faat\u0131n m\u00fclkiyet hakk\u0131 verilmi\u015fse in\u015faat sahiplerinin veya yetkilendirilmi\u015f ki\u015filerin ilgili belediyenin \u0130mar M\u00fcd\u00fcrl\u00fc\u011f\u00fcne ba\u015fvurmas\u0131 gerekir. Birimdeki yetkili ki\u015filer, s\u00f6z konusu gayrimenkulun y\u00f6netmeliklere ve mimari projesine uygun yap\u0131l\u0131p yap\u0131lmad\u0131\u011f\u0131n\u0131 kontrol ederek iskan raporu verir.<\/p>\n\n\n\n<p>\u0130skan belgesi i\u00e7eri\u011finde in\u015faat\u0131n bitim tarihini, tapu kayd\u0131n\u0131, adresini, ruhsat bilgilerini, yap\u0131 denetim kurulu\u015funu; yap\u0131n\u0131n ba\u011f\u0131ms\u0131z b\u00f6l\u00fcmlerinin cinslerini ve numaralar\u0131n\u0131, metrekarelerini ve s\u0131n\u0131flar\u0131n\u0131 bar\u0131nd\u0131r\u0131r.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Iskan_Nasil_Alinir\"><\/span>\u0130skan Nas\u0131l Al\u0131n\u0131r?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>\u0130skan belgesi, yani yap\u0131 kullanma izin belgesi alabilmek i\u00e7in yap\u0131 tamamland\u0131ktan sonra in\u015faat sahibinin veya yetkilisinin ilgili belediyeye bir dilek\u00e7eyle ba\u015fvuru yapmas\u0131 gerekir. Bunun \u00fczerine belediyenin ilgili birimi taraf\u0131ndan gerekli kontroller sa\u011flan\u0131r. Bu kontroller sonras\u0131nda yap\u0131da bir eksik bulunmam\u0131\u015fsa TEDA\u015e, T\u00fcrk Telekom\u00fcnikasyon A\u015e, Sivil Savunma M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve \u0130tfaiye M\u00fcd\u00fcrl\u00fc\u011f\u00fc gibi kurulu\u015flardan belirli teknik raporlar al\u0131n\u0131r. Bu raporlar su, elektrik, yang\u0131n, s\u0131\u011f\u0131nak, asans\u00f6r ve telefon tesisatlar\u0131yla ilgili teknik raporlar \u015feklinde s\u0131ralanabilir. Yani, iskan\u0131 olmayan bir gayrimenkule sahip olan ki\u015fi evini konut kredisiyle satam\u0131yor. Bu y\u00fczden bina projeye uygun in\u015faa edilmi\u015f olsa bile, iskan\u0131 bulunmayan bir evi almak belli s\u0131k\u0131nt\u0131lar\u0131 ve zorluklar\u0131 da beraberinde getiriyor.<\/p>\n\n\n\n<p>\u0130n\u015fas\u0131 bitmi\u015f bir bina hen\u00fcz iskan almam\u0131\u015fsa resmi kay\u0131tlarda hala in\u015faat halinde g\u00f6z\u00fck\u00fcr. Bu nedenle in\u015fas\u0131 bitmi\u015f binaya mesken aboneli\u011fi de\u011fil, \u015fantiye aboneli\u011fi al\u0131nabilir. Bu durumda ev sahiplerinin faturas\u0131na ek \u00fccretler yans\u0131r.
